You need ink fingerprinting (FD-258 card) if your agency requires:
Arizona DPS Fingerprint Clearance Card — AZ DPS requires fingerprints for IVP and Non-IVP clearance card applications
FBI background check via mailed card — federal submissions for adoption, federal employment, firearms licensing, and immigration often require ink FD-258 cards mailed directly to the FBI
